The Arsenal was the scene of technical progress in the field of navigation and communications: it was here, in fact, that the first Italian submarine, the Delfino, was designed and built in the 1890s by Naval Engineer General Giacinto Pullino, later radically modified into a submarine in 1904 to a design by Major Cesare Laurenti; aircraft and seaplanes were also built here.
